A special version of 'Performance Measurement' is available in the National Capital area to address the provisions of the Government Performance and Results Act of 1993 (GPRA) and the Information Technology Management Reform Act of 1996 (ITMRA).

GPRA requires every major federal agency to define its mission, establish goals and how to achieve them, measure performance, and how to use the information to make improvements.

ITMRA requires agencies to set goals, measure performance and report on progress on improving the efficiency and effectiveness of operations through the use of information technology.

These two public laws force a shift in the focus of federal agencies away from traditional concerns as staffing and activity levels toward a single overriding issue: goal setting, performance measuring, and reporting accomplishments.
